DULUTH, Minn. (AP) — A criminal complaint outlines the discovery of a missing Indiana woman's body in a shallow grave in northern Minnesota. WAUKEGAN, Ill. (AP) — A Chicago suburb is taking out a loan for nearly $9 million to cover a settlement in a wrongful conviction case. The Waukegan City Council approved the issuance of up to $8.8 million in bonds to cover an $8.6 million settlement with Angel Gonzalez, The Lake County News-Sun reported. The city agreed to a $9.5 million settlement with Gonzalez this month, with about $900,000 covered by insurance. Gonzalez was imprisoned for nearly 20 years in connection with a 1994 sexual assault.
