MANZANITA, Ore. (AP) — A property owner fined $1.8 million for operating a vacation rental without a license is suing the Oregon coastal city of Manzanita. The Daily Astorian reports that Sandra Petersen, of Washington state, sued last month in federal court in Portland to challenge the penalty as excessive and unconstitutional. The city fined her in October for operating without a license and not paying lodging taxes. SAN MARCOS, Texas (AP) — Authorities in San Marcos say they've recovered the bodies of three people in the rubble of two apartment complex buildings destroyed by fire. The blaze that broke out before dawn Friday gutted the Iconic Village Apartments and Vintage Pad Apartments in San Marcos, between Austin and San Antonio. GALVESTON, Texas (AP) — Researchers at the University of Texas Medical Branch at Galveston say the number of typhus cases in Galveston County already has equaled the total for all of 2017. The bacterial infection, likely spread by fleas on rats and opossums, once was thought eradicated in Galveston County. While rarely fatal, people can become extremely sick with pain and fever. (AP) — Attorneys for a Connecticut city where a 16-year-old girl was stabbed to death at her high school are set to argue in court that claims against the city in a wrongful death lawsuit should be dismissed. ST. CHARLES, Ill. (AP) — A corrections officer has been charged in connection with an alleged sexual assault of a prisoner at the Kane County Jail in St. Charles, west of Chicago. The Kane County State's Attorney office says 52-year-old John H. Johnson appeared Saturday in bond court on criminal sexual assault, custodial sexual misconduct and official misconduct charges. PORTLAND, Maine (AP) — Amtrak is bringing back a 1950s-era domed railcar that offers panoramic views for riders of a New England train. The Downeaster train will begin four daily trips starting Aug. 11 using the Amtrak Great Dome railcar, which features an upper level with windows on all sides. (AP) — A student has sued two school districts in south-central Washington, alleging officials knew a former educator engaged in grooming behavior with students yet allowed him to keep working. The Tri-City Herald says the lawsuit names the Prosser and Granger school districts, where Stephen Castilleja worked. Castilleja was sentenced last fall to 27 years for taking pornographic photos and video of children. President Paul Kagame has welcomed Xi as the first Chinese president to visit the East African country. LEHI, Utah (AP) — Authorities continue to search for a Lehi teacher who went missing on a camping trip. Summit County Sheriff's officials say 66-year-old Ray Humpherys of South Jordan was camping with his family during an annual trip near Hidden Lake in the Wasatch-Cache National Forest. Humpherys is a physical education teacher at Eagle Crest Elementary School in Lehi. OGDEN, Utah (AP) — A Utah man is in jail on suspicion of stabbing his infant son multiple times and then putting the boy's bloody body in a garbage can, authorities said Sunday. Alex Hidalgo, 37, of Ogden, was being held without bond at the Weber County Jail on suspicion of felony charges of aggravated murder, abuse or desecration of a dead human body and obstruction of justice. It was unclear if he had a lawyer to speak on his behalf. Ogden police say 10-month-old Alex Hidalgo Jr. was found non-responsive and covered in blood Friday afternoon.
