PHILADELPHIA (AP) — Philadelphia says it will no longer keep a portion of defendants' bail deposits even if they appear for court hearings. The First Judicial District of Pennsylvania, which covers the Philadelphia County court system, announced Thursday that the judicial rules had been revised to return the entire bail amount to defendants who met their court obligations. The previous rule allowed the court to keep up to 30 percent of a defendant's bail. The money— about $3 million annually— was sent to the city's general fund. Читать дальше...

(AP) — The Latest on Tropical Storm Michael (all times local): 11:50 a.m. The largest hospitals in Panama City are shutting down and evacuating patients due to heavy damage from Hurricane Michael. Officials at Bay Medical Sacred Heart announced that they're transferring about 200 patients to hospitals in Pensacola and Jacksonville, and to Mobile, Alabama. LANSING, Mich. (AP) — Michigan has launched a program focused on addiction recovery that seeks to curb the opioid epidemic in the state. Lt. Gov. SEATTLE (AP) — A 22-year-old driver has been charged with vehicular homicide for a fatal single-car crash that killed four of his passengers. KOMO reports that Jesse Tenorio faces four counts of vehicular homicide for crash early Sunday in Tukwila. King County prosecutors say Tenorio was drunk when he crashed his pickup truck twice before slamming into a bridge abutment in Tukwila. MANCHESTER, N.H. (AP) — A New Hampshire Fish and Game official says a biologist shot and killed two bear cubs because they were causing a safety issue. WMUR-TV reports that New Hampshire Fish and Game executive director Glenn Normandeau said a biologist shot the bears Tuesday because they were running into traffic on Route 3A in Manchester. OLYMPIA, Wash. (AP) — Washington state's Supreme Court has ruled that the death penalty violates its Constitution. The ruling Thursday makes Washington the latest state to do away with capital punishment. The justices said the "death penalty is invalid because it is imposed in an arbitrary and racially." They ordered that people currently on death row have their sentences converted to life in prison. Gov. PROVIDENCE, R.I. (AP) — Authorities say two Johnson & Wales University students were robbed at knifepoint in Providence. The Providence Journal reports the students told police they were sitting at a picnic table in Columbia Park on Monday afternoon when four juvenile males approached them. The students had their cellphones on the table, and one of the suspects showed a foot-long knife and grabbed the phones. Police say the suspects fled and someone chased them.
