CLAYTON, Mo. (AP) — A St. Louis suburb has rejected Washington University's request to add about 100 beds at its main campus, partially because of parking concerns. The St. Louis Post-Dispatch reports that the Clayton Board of Aldermen said no Tuesday to increasing the number of beds to 3,413 from 3,300. The beds would have gone in rooms that are now vacant. One of the issues is that the university's proposal called for providing around 900 parking spaces, although city standards say the additional beds warrant more than 1,100.

SACO, Maine (AP) — The cause of a rash of seal deaths in Maine and New Hampshire likely won't be known for at least a couple of weeks as sample collections and tests are still needed. Southern Maine beaches have been beset with dead harbor seals in recent days, with dozens washing up stranded or having perished. The National Oceanic and Atmospheric Administration says Thursday sample collections still need to be completed, and then tests will take another two or three weeks or potentially longer. SHAWNEE, Kan. (AP) — A 49-year-old Paola man is charged with first-degree murder in a fatal stabling last week in Shawnee. Vincenzo Lucasta is charged in the Aug. 8 killing of 57-year-old David J. Paterno, who was found dead at his home. Lucasta, who is also known as Morgan Lee Speakman, was arrested Monday in Kansas City. He is being held on $2 million bond in the Johnson County jail. BATON ROUGE, La. (AP) — Louisiana's first legal crop of medical marijuana can be planted this week. Agriculture Commissioner Mike Strain, whose agency regulates the burgeoning industry, loosened a regulatory logjam that created a months-long delay. The Monroe News-Star reports that Strain's team met with LSU AgCenter Chancellor Bill Richardson and the head of LSU's marijuana contractor GB Sciences Wednesday to clear the path for production. SPOKANE, Wash. (AP) — The state of Washington has not made a decision on whether it will kill members of a wolf pack that have been preying on cattle. Members of the Togo pack are suspected of attacking five head of cattle in the past 10 months in the northeast corner of Washington. URBANA, Ill. (AP) — Agreements are almost finalized for Champaign-Urbana's first dockless-bike-share service. Lily Wilcock is the active transportation coordinator at the University of Illinois. She tells The News Gazette that the VeoRide company has given her serial numbers for 500 bicycles, which is the largest fleet size that's allowed. Wilcock says the goal is to have them out around the start of the semester. WEST VALLEY CITY, Utah (AP) — Funeral services will be held Friday in West Valley City for a municipal code enforcement officer fatally shot while on the job in the Salt Lake City suburb. The public can attend services for 52-year-old Jill Robinson, which begin at 10 a.m. at the Maverik Center. Robison was killed Aug. 9 at a home where police later arrested 64-year-old Kevin Wayne Billings on suspicion of aggravated arson, murder and other charges. (AP) — About 200 Florida high school students briefly thought they may have to retake tests after learning that the United Parcel Service lost a box containing college credit exams they took last spring. But the Palm Beach Post reports UPS alerted officials on Thursday that the missing box has been found and is being sent to the University of Cambridge in England to be scored. STILLWATER, Minn. (AP) — An inmate accused of using a hammer to kill a Minnesota prison guard has been indicted on first-degree murder charges. A grand jury returned the indictment Tuesday against 42-year-old Edward Muhammad Johnson. He's accused of killing Department of Corrections Officer Joseph Gomm at the Stillwater prison on July 18. According to the new charges, Johnson repeatedly struck Gomm in the head and face with a hammer that he checked out from an industrial workshop on the third floor of the correctional facility.
