BRUSSELS (AP) — The European Union's top court has ruled that ride-hailing service Uber should be regulated like a taxi company, a decision that could change the way it functions across the continent. The ruling Wednesday by the Luxembourg-based European Court of Justice stems from a complaint by a Barcelona taxi drivers association. JACKSON, Miss. (AP) — Gov. Phil Bryant is ordering Mississippi state employees to learn how to prepare for and respond to a workplace shooting. (AP) — A South Carolina environmental group is suing to block construction of an interstate, with the argument that an alternative it says is faster and cheaper should first be considered. BUFFALO, N.Y. (AP) — A community activist in western New York is leading an effort to replace a large bust of Martin Luther King Jr. in a city park. Activist Sam Herbert tells WGRZ-TV the bust of King that sits in a namesake park in Buffalo doesn't look like the iconic civil rights leader. Herbert says the 8-foot bust should be removed and recreated with a more accurate image. Herbert volunteers with a group called the Coalition to Save MLK Park. MANSFIELD, Conn. (AP) — Connecticut State Police say a trooper has shot a man who fired at police as they arrived to investigate a report of a domestic disturbance. Sgt. Eric Haglund says the shooting happened Tuesday night in Mansfield. The man was flown to a hospital for treatment. His current condition is unknown. Haglund says a trooper suffered a minor injury but was not shot. Authorities have not released the names of the injured man or the troopers involved.

TOKYO (AP) — A conservation group says Japan's lax controls over its domestic stock of ivory are encouraging illegal exports to other countries and undermining efforts to end trafficking in elephant tusks. A report released Wednesday that was compiled with support of the World Wildlife Fund says researchers found antique dealers are buying a large number of elephant tusks that are not registered as required by law. It says hundreds of ivory items are sold each year by e-commerce sites, often to visitors from other Asian countries such as China.

The Berkeley City Council voted Tuesday to keep in place a recently passed ordinance that allows police officers to use pepper spray on violent protesters, rejecting a recommendation from a civilian commission to roll back the law for health concerns. The 5-3 vote will allow police to continue to use the spray in crowd situations when targeting individuals who have become violent, but Police Chief Andrew Greenwood said that officers have not had to do so since the ordinance passed.
