(AP) — Arkansas' governor signed a measure Friday requiring voters to show photo identification before casting a ballot, reinstating a voter ID law that was struck down by the state's highest court more than two years ago. Unlike that measure, the latest version of the requirement allows voters with a photo ID to cast a provisional ballot if they sign a sworn statement confirming their identity. Earlier this month, they voted to put a proposed constitutional amendment imposing the requirement on next year's ballot.

PHOENIX (AP) — The Arizona Department of Transportation says westbound Interstate 10 at Riggs Road is closed due to a crash. Drivers can use State route 587 to the Loop 202 Santan Freeway to get back on the highway. Authorities say there's no estimated time to reopen the highway. The Department of Public Safety says the three-car crash resulted in injuries but no fatalities. One of the cars rolled over, leaving debris on the road. State troopers are investigating.

(AP) — A northern Arizona judge says a man accused of shooting four Northern Arizona University students cannot use statements he made to police about being scared in his defense. Judge Dan Slayton ruled Thursday that statements Steven Jones made after the shooting of Colin Brough, 20, would be inadmissible as part of his self-defense claim against the first-degree murder charge. A three-judge panel of the 4th U.S. Circuit Court of Appeals ruled Friday that the lower court improperly dismissed a case brought by five condemned inmates. The 4th Circuit reversed the lower court ruling, saying prison officials have not guaranteed they won't re-impose these conditions on men awaiting execution.

With a day to go before lawmakers are supposed to agree on a $6 billion-plus budget for the year beginning July 1, House and Senate leaders on Friday cut the revenue forecast by $175 million. The forecast makes it harder to avoid cutting K-12 school funding, and could frustrate attempts to spend more on roads and bridges.

PROVIDENCE, R.I. (AP) — A former head of the police union in Newport has been arraigned on a wire fraud charge after acknowledging he spent tens of thousands of dollars of union money on himself.
