Mozambique has been certified free of polio, the country's health ministry has said, comparing the achievement to the country's elimination of leprosy in 2008. The announcement, made on the state news agency, follows a meeting of the Africa Regional Certification Commission for Polio Eradication, the body that advises the World Health Organisation (WHO), in Algeria last month, which reviewed the certification progress of Mozambique, Niger and Chad. The proposed Commissioner for Standards in Public Life will not be able to probe asset declarations or allegations of ethical breaches made in the past by Cabinet ministers, MPs or those occupying positions of trust, parliament heard today. Rating and ranking websites such as TripAdvisor are trusted more by the Maltese than any other EU citizens, a new survey has found. A report published by the European Commission last week found that 65 per cent of Maltese trusted these websites and said they would follow their advice, some 15 per cent more than the EU average. Salini residents concerned about the reddish tinge of seawater have been given a brief biology lesson - by Infrastructure Minister Joe Mizzi.  PN MP Censu Galea asked the minister about reports of odd-coloured water during the course of this evening's parliamentary questions.  The minister was happy to oblige. A 34-year-old man who raped a woman in Paceville back in 2014 was today sentenced to nine years' prison and a fine of more than €11,000.  Seykou Ballde, a Guinean national, had been arrested by police on 15 December 2014 after they heard a woman screaming on St George's street. He was taken to St Julian's police station but managed to escape. A three-day manhunt culminated in him being captured in Bugibba. The Malta Stock Exchange will have a new general manager in place by September - five months after his appointment was approved.  Economy Minister Chris Cardona made the announcement in reply to parliamentary questions by Nationalist Party MP Kristy Debono.  Dr Cardona said the decision to reintroduce a general manager grade at the MSE after a 25 year absence came about due to new, increased requirements by the EU as well as changes in IT management. The US military veteran who fatally shot five Dallas police officers in a racially motivated attack last week asked negotiators how many people he had shot and told them he wanted to kill more, the city's police chief said on Monday. Explosives found at the home of gunman Micah Johnson suggested he had been plotting a larger assault, said authorities, who were still trying to understand a message he wrote in his own blood on a wall before being killed by a bomb-equipped robot sent in by the police. A 37-year-old man is in danger of dying after leaping into the sea at Ta' Xbiex waterfront and instead landing on rocks.  The incident happened at around 4pm, police said. The man, a Serbian national, was rushed to Mater Dei hospital for treatment.  Magistrate Neville Camilleri is leading an inquiry.

Lifelong learners, sharpen your pencils.  Applications for almost 500 different courses covering a range of 89 subjects open tomorrow, the Education Ministry has announced. Southampton striker Graziano Pelle has joined China's Shandong Luneng for an undisclosed fee, the Premier League club said on Monday. The Super League side confirmed the move on their Twitter feed. The expanded European soccer Championship format with 24 teams in the finals instead of 16 contributed to fairytale runs by so-called minnows at Euro 2016 but also helped Portugal lift their first major trophy. The Turkish Embassy in Malta intends to formally object to the proposed construction of a massive fuel station next door to the historic Turkish military cemetery in Marsa, the Times of Malta has learned.
