PHOENIX (AP) — The Arizona Legislature adjourned its 2018 session early Friday, leaving without taking action on two of Gov. Doug Ducey's biggest initiatives of the year, a water policy overhaul and an ambitious school safety proposal that fell victim to concerns about the civil rights. The Republican-controlled Legislature also failed to repeal a contentious school voucher expansion law that is set to be on the November ballot after opponents of the 2017 measure gathered enough signatures last summer to block its implementation.

JOHANNESBURG (AP) — A mining company in South Africa says four workers have died and two others are missing after an earth tremor caused a rockfall at a gold mine. The Sibanye-Stillwater company says 13 miners had been trapped at the Masakhane mine in Driefontein after the 2.2-magnitude quake on Thursday. The company says six miners were rescued and one has been "located" in the mine. (AP) — State lawmakers in Kansas and Oklahoma have approved legislation to grant legal protections to faith-based adoption agencies that cite their religious beliefs for not placing children in LGBT homes. Supporters of such measures argued that the core issue is protecting a group's right to live out its religious faith, while critics saw them as attacks on LGBT rights. Both Kansas and Oklahoma have GOP-controlled legislatures and governors, but in Kansas, the proposal split Republicans.

KABUL, Afghanistan (AP) — An Afghan official says the Taliban have captured another district in the northern province of Badakhshan. Abdullah Naji Nazari, a provincial council member, says the insurgents launched a surprise attack on Thursday in the strategic Kohistanat district, which is located along a route to the provincial capital, Fayz Abad. Nazari says no casualties were reported in the day-long assault. He added that the captured district is now the third under Taliban control in Badakhshan, which has about two dozen districts. NAIROBI, Kenya (AP) — The U.N. humanitarian agency says 80 people have been reported dead and hundreds of thousands displaced from their homes since March due to heavy rainfall in Kenya. (AP) — A Native American teenager who was with his younger brother when the two were pulled from a college tour said the ordeal began less than 30 minutes after they had arrived on the Colorado campus. ATHENS, Greece (AP) — Greek authorities say a Turkish cargo ship and a Greek warship have collided in the eastern Aegean Sea, without causing injuries or severe damage. A Greek navy statement says the Turkish-flagged Karmate put on speed and made off into Turkish waters after Friday's pre-dawn incident, ignoring radio messages from the Armatolos gunboat to stop. PHOENIX (AP) — Police in Phoenix say they're investigating a homicide case and searching for a suspect. They say officers responded to a call of unknown trouble around 11 p.m. Wednesday. A witness found the victim on the ground with obvious signs of trauma. Phoenix Fire Department personnel responded and pronounced 25-year-old Tavaun Moore dead at the scene. Police say investigators have determined there's foul play involved and Moore's death is being treated as a homicide.

HILO, Hawaii (AP) — Kohala Councilman Tim Richards said he will recuse himself from voting on a bill regulating vacation rentals until the Board of Ethics clears him of a potential conflict of interest. West Hawaii Today reports that Richards said he's filed an amended financial disclosure report to reflect the income from the vacation rental. The rental is on the family's Kahua Ranch property, zoned agriculture, in Waimea. He said the property brought in between $50,000 and $100,000 last year. His original disclosure filed Jan. PORTLAND, Ore. (AP) — Oregon State Police say authorities have removed arrows from two deer, one of which was shot through its face. The Oregonian/OregonLive reported Thursday that the deer in the Shady Cove area were shot illegally. Authorities began receiving calls about the deer last week. The adult doe and a yearling doe, shot through the head and body, have been released in good health and without visible infection. SALT LAKE CITY (AP) — The Utah Attorney General's office is reviewing the more than $200,000 former Utah Transit Authority boss Jerry Benson is getting after being fired last month, as well as other transit agency employee contracts that offer similar provisions. KSL-TV reports Mark Burns, the assistant attorney general and director of the office's highways and utilities division, said Wednesday that the contracts will be looked at on a case-by-case basis.
