ICM Partners announced Thursday that it has acquired The Sagalyn Agency, a Washington, D.C.-based run by Raphael Sagalyn. Raphael Sagalyn, who founded the agency three decades ago, will become a partner at ICM. Terms of the deal were not disclosed. Doug Ducey's proposal to crack down on opioid prescribing. PROVIDENCE, R.I. (AP) — A Brown University graduate student was charged Thursday with scamming a Florida woman out of $30,000 by telling her he wanted to open a school for poor children in Dubai. Shishuai Li, a 25-year-old computer science student, instead used the money for tuition and living expenses, authorities said. (AP) — The 15-year-old accused in a school shooting that killed two students and left 18 others bleeding and broken appeared Thursday before a juvenile court judge who found probable cause to detain him on preliminary charges of murder and assault. Assistant Marshall County Attorney Jason Darnall said he can't comment on what happens inside juvenile court, where the teenager's identity and details of the crime remain cloaked in secrecy. But he reiterated that the state wants to try the teenager as an adult.

ANACORTES, Wash. (AP) — Officials have suspended ferry service on San Juan Islands routes after a car plunged off a dock at Anacortes. Washington State Ferries said the vehicle, a Jeep, drove through a traffic barrier and into the water Thursday morning. Divers were responding. All ferry service in and out of Anacortes was halted. The ferry Elwha returned riders to Shaw and Orcas Islands, while the ferry Yakima was held at Friday Harbor on San Juan Island. The ferry Tillikum is continuing to make inter-island runs.

DETROIT (AP) — A man charged in the 2016 shooting death of a Detroit police officer has pleaded no contest but mentally ill to second-degree murder and other charges. Under a plea agreement, 22-year-old Marquise Cromer also entered the plea Thursday to charges of assault with intent to murder, carjacking and a firearms violation.
