PITTSBURGH (AP) — Pittsburgh-based PNC Bank says an unspecified "issue" is affecting its online and mobile banking services. The bank announced the problem on its PNC Bank Help Twitter feed Tuesday morning. The bank is urging customers to use automatic teller machines or visit its branches to handle any transactions until the problem can be fixed. PNC isn't saying what sort of problem has occurred or how long it may take to fix.

DES MOINES, Iowa (AP) — Iowa's last health care insurer to sell policies to individuals statewide through the federal Affordable Care Act is seeking a 43.5 percent increase in premium rates for next year. The company insures about 12,500 Iowans through the Affordable Care Act exchange, which offers subsidies for those meeting income guidelines and about 1,400 who buy their own insurance off the exchange.

The GOP health care bill would phase out expanded Medicaid, which allows states to provide federally backed insurance to low-income adults previously not eligible. According to data compiled by The Associated Press, Medicaid expansion accounted for 61 percent of total Medicaid spending on substance abuse treatment in Kentucky, 56 percent in Michigan and 59 percent in Maryland.

(AP) — University of Tennessee President Joe DiPietro has hired former Volunteers football coach Phillip Fulmer as his special adviser for community, athletics and university relations. Fulmer had been a candidate for the athletic director job given to John Currie in March . "Phillip has been a tremendous asset to the University of Tennessee both on and off the field for more than 40 years," DiPietro said in a statement.

SUN PRAIRIE, Wis. (AP) — The Dane County Medical Examiner's Office has identified the homicide victim found in a parking lot in Sun Prairie. The medical examiner says 33-year-old Thomas Lee Leonard, of Marshall, was fatally shot early Sunday morning. Police are questioning a 34-year-old Cottage Grove man, who is being held on a firearms possession charge.

(AP) — An environmental group and the Ho-Chunk Nation are challenging a proposed sand plant's wetlands permit. The state Department of Natural Resources granted the company a permit to fill the 16 wetland acres in May.

(AP) — Doctors and parents involved in female genital mutilation could go to prison for up to 15 years under bills poised for final approval from lawmakers in Michigan, where the first federal prosecution of the practice is ongoing. The legislation was introduced after two doctors and one of their wives were indicted in an alleged scheme to perform genital mutilation on two girls from Minnesota at a Detroit-area clinic.

PITTSBURGH (AP) — Pittsburgh's mayor and City Council have received hand-drawn cards from children in Paris thanking them for their support of the Paris climate accord after President Donald Trump announced the U.S. was withdrawing from the agreement. The Pennsylvania city became a focal point after the Republican president announced he was "elected to represent the citizens of Pittsburgh, not Paris" in justifying his decision.

PROVIDENCE, R.I. (AP) — The Rhode Island General Assembly is putting off debate on line-item veto authority in favor of studying it more instead. The state House of Representatives is scheduled to vote Tuesday on a proposal to create a study commission that would look at the separation of powers in Rhode Island's government and what would happen if the governor had power to veto parts of the state budget.

(AP) — City-owned bathrooms in a popular northern Michigan tourist destination are now one step closer to becoming accessible for all genders. Commissioners say a public meeting in March prompted residents' "personal stories of discrimination, embarrassment, humiliation and physical ailments from lack of available gender-neutral, private and safe restrooms and changing areas."
