GOP leader pursuing change in Kansas Constitution on schools
(AP) — A top Republican legislator is drafting a proposed constitutional amendment to prevent Kansas courts from shutting down public schools in lawsuits over education funding.
Republican Gov. Sam Brownback has called a special session for lawmakers to address a Kansas Supreme Court decision that said the state's education funding system is unfair to poor schools.
