The new devices were described as similar to crude pipe bombs sent to former President Barack Obama, Hillary Clinton and CNN. BATON ROUGE, La. (AP) — After giving students a pass in the fall, Louisiana's largest university system will boost student charges this spring, to raise $9 million across campuses. The University of Louisiana System's board approved the fee hikes Thursday without debate. Fees will grow per credit hour by $15 at McNeese State University, $18.59 at UL-Lafayette, $10 at UL-Monroe and $7 at Northwestern State University. LONDON (AP) — A British politician used Parliament's free-speech guarantee Thursday to identify Topshop owner Philip Green as the businessman accused of sexual harassment who had secured a court order barring the media from revealing his identity. Green, whose Arcadia Group owns fashion chain Topshop and other brands, was named in the House of Lords by Labour politician Peter Hain. Green obtained a court injunction to stop the Daily Telegraph from running stories about employee allegations of sexual harassment and racial abuse.

RACINE, Wis. (AP) — A fatal accident involving two semis temporarily shut down all lanes of Interstate 41/94 in Racine County. Sheriff's officials say the crash about 3:30 a.m. Thursday happened when one semi was stopped on the interstate, possibly due to a flat tire. The other semi struck the first semi causing it to flip on its side. The driver of the second semi died at the scene of the crash. The other driver was taken to a Racine hospital. The crash shut down the interstate for more than five hours.

JEFFERSONTOWN, Ky. (AP) — The Latest on the fatal shooting at a Kentucky grocery store (all times local): 12:05 p.m. The mayor of Louisville, Kentucky has identified one of the victims in the Kroger grocery shooting as the father of one of his staff assistants. Mayor Greg Fischer said Thursday he's "sick and heartbroken" that two people were shot to death, and says the tragedy "hit close to home." ELY, Nev. (AP) — Prison officials say an inmate serving a robbery sentence from Reno has been recaptured less than 24 hours after walking away from a minimum-security facility in eastern Nevada. The state Department of Corrections said Thursday that White Pine County sheriff's deputies found 25-year-old Gregg McGruder in a bathroom at a truck stop outside Ely (EE'-lee). PHILADELPHIA (AP) — Police say several students at a Philadelphia elementary school became sick after eating baked goods apparently laced with marijuana. Officers were called to Rudolph Blankenburg Elementary School in the city's Parkside section Wednesday afternoon. Investigators says 13-year-old boy brought homemade cereal bars, possibly laced with marijuana, and handed them out to at least five other students at school.
