RICHMOND, Va. (AP) — Fewer third-graders are passing reading tests in Virginia. And that has education experts concerned about their future academic success. The Richmond Times-Dispatch reported Saturday that the pass rate for the reading tests fell for the second straight year. The average score has fallen from 84 percent to 72 percent in the past decade. Third grade is when children are supposed to make the transition from learning to read to reading to learn. BOSTON (AP) — Unionized workers from across a number of industries are marching in Boston to mark the Labor Day holiday. Labor unions representing workers in the education, health care, building trades and hospitality industries say they'll rally and march through Copley Square on Monday evening. Organizers say the march recognizes the achievements of the broader labor movement that the public holiday is meant to celebrate. TARBORO, N.C. (AP) — Authorities in North Carolina have identified a police officer and the burglary suspect he fatally shot last week. ABC 11 reported Saturday that the officer is Bryan Baker, a 14-year veteran of the Tarboro Police Department. The burglary suspect has been identified as 37-year-old Sebastian Siney Chamale. The North Carolina State Bureau of Investigation is investigating the incident. Tarboro police are investigating as well. BENGHAZI, Libya (AP) — Libya's U.N.-backed government has announced a state of emergency in the capital and its outskirts as ongoing fighting has killed some 39 people including civilians in the past days. HARTFORD, Conn. (AP) — The power plant at Trinity College in Hartford is getting a boost from a fuel cell. The 1.4 megawatt fuel cell plant will generate electricity and steam heat for the campus of the liberal arts school. The college says the plant adjacent to the school's athletic center will supply the centralized steam system, minimizing the use of boilers and reducing emissions. PORTLAND, Maine (AP) — A woman has pleaded guilty to setting a fire that destroyed three vehicles in Maine. U.S. Attorney Halsey Frank says that 31-year-old Jaymi Hutchins pleaded guilty Thursday in U.S. District Court to damaging and destroying by fire property used in interstate commerce. Hutchins is formerly of Gilead, Maine and Rochester, New Hampshire. Her attorney didn't immediately respond to request for comment. NEW YORK (AP) — Authorities have arrested a man on rape and other charges in connection to an attack on an 11-year-old girl in her bedroom. Police say the 18-year-old Brooklyn man was arrested on Saturday. The New York Police Department says the girl was asleep in her bed in her Brooklyn home on Wednesday night when she was assaulted by a man who climbed in a second-floor window. The State Journal-Register reports the U.S. General Services Administration is repairing the exterior of the Paul Findley Federal Building and U.S. Courthouse.
