Dams have bulged as storm water from days of heavy to intense rains made its way to the drying up water catchments in Luzon. “The rains of (typhoon) ‘Lando’ have a beneficial effect on our dams,” said Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) hydrologist Danny Flores said.
