The reduction is the result of an expiring surcharge that had been put in place in January 2014 to help the beleaguered Postal Service recoup $4.6 billion in losses dating back to the recession.
The still-struggling agency estimates that it will lose $2 billion in annual revenue as a result of the price cut.
Lots of Americans don’t have a bank account or credit card, and this gives them about 7,000 places where they can pay in cash — with a $1,000 limit per day and a $3.99 fee per payment.
To do it, though, people first need to visit the IRS website’s payments page and follow instructions on how to make cash payments.
The stores will provide a receipt, which usually posts to the taxpayer’s account within two business days.
