Whomever Mayor Ed Lee appoints to fill the soon-to-be vacant District Three post on the Board of Supervisors, they’ll likely face a challenge in their first election next November from Jon Golinger, the former president of the Telegraph Hill Dwellers neighborhood group and a key player in the recent campaigns to limit luxury and tall development on the waterfront. “I’m thinking very seriously about running. It doesn’t matter who he appoints,” said Golinger, a political progressive and attorney now working primarily on environmental cases. “My understanding is District Three likes to elect
