MOSCOW (AP) — A Russian court on Tuesday sentenced a Ukrainian pilot to 22 years in prison after convicting her for complicity to murder in the 2014 deaths of two Russian journalists in eastern Ukraine, opening a door to a possible prisoner swap between the two countries. Lawmakers from the Democratic-majority Senate and Republican-controlled House voted in a special committee Tuesday for legislation that would increase spending for K-12 schools by 2.25 percent for the next academic year. GRISWOLD, Iowa (AP) — A western Iowa high school principal has resigned after being charged with operating under the influence and carrying weapons while intoxicated. The Griswold school board voted Monday night to accept Thomas Dunphy's resignation.

CSCU President Mark Ojakian said Tuesday that the step is necessary because of a projected budget shortfall and other financial pressures. The state government's budget is at least $220 million in deficit for the fiscal year that ends June 30.

(AP) — Michigan's new, more rigorous standardized test would be eliminated and replaced under budget legislation that has won preliminary approval from a House subcommittee. Republican Subcommittee Chairman Tim Kelly says lawmakers and state Superintendent Brian Whiston are interested in a "computer-adaptive" test for which results can be distributed to teachers and parents sooner.

Mayor Mike Duggan's office says the city has created a permanent funding source for students who want to continue their education at a two-year college. The newspaper says scholarships will cover college tuition and other costs not covered by grants.
