Nevertheless, many participants of active discussions have already forgotten or do not even know about the developments, which unfolded in Armenia 5, 10 or 15 years ago.

Cannot be replaced by an “alternative expression”
The Head of the Foreign Relations Department of the Azerbaijani President’s Staff, Norvuz Mamedov, stated on October 31 that the territorial integrity of Azerbaijan “cannot be replaced by an alternative expression.”
He said this commenting on the statement of the EU Commissioner for External Relations and European Neighborhood Policy Benita Ferrero-Waldner that in the Azerbaijani Action Plan an “alternative expression” will be used instead of the “territorial integrity of Azerbaijan” wording.
“Unfortunately, in some countries, this issue is approached from the point of view of double standards, and those are generally political steps towards definite countries. The work on the Action Plan continues, and everything in the given document will be defined for the sake of Azerbaijan,” Norvuz Mamedov stated.
“ArmRosgazprom” interested in purchasing the Iran-Armenia gas pipeline
“ArmRosgazprom” is interested in purchasing the Iran-Armenia gas pipeline, President and the General Director of the Company Karen Karapetyan stated on October 31.
Karen Karapetyan stated that the Armenian government should get determined as to the possible options (the sale of the gas pipeline or the handing over of its management). According to him, there were no offers from the Armenian government yet.

Azerbaijan is trying to frustrate the negotiation process
“The new war can’t resolve the Nagorno Karabakh conflict,” Armenian President Serzh Sargsyan said on October 24.
Speaking at the Moscow State University Serzh Sargsyan said:
“We deeply believe that the new war cannot resolve the conflict. The confrontation leads to destabilization, provokes tensions and arms race, reinforces interstate contradictions, stirs up national and religious hatred, threatens the security of other states.”
“Despite all the expectations, all the urges on behalf of the international community, at the latest meeting in Kazan Azerbaijan again showed an extremely unconstructive approach denying the agreements reached at previous meetings and actually trying to frustrate the negotiation process,” the Armenian President concluded.
Real danger of sharp escalation
On October 25 former Special Representative of the European Union for the South Caucasus, Peter Semneby stated that there exists a real danger of sharp escalation of the Nagorno-Karabakh conflict.
“The inner logic and the dynamics of the Nagorno-Karabakh conflict are fraught with serious risks. There exists a real danger of sharp escalation. The parties to the conflict are embroiled in an ongoing and destabilizing arms race. There is only a self-regulated and unreliable ceasefire agreement without the disengagement of belligerents, and only several observers from the OSCE monitor the ceasefire,” the former EU Special Representative wrote in an article published in “Russia in Global Affairs” journal.
“The barrier on the path of military confrontation over Nagorno Karabakh gradually vanishes, as the sides continue armament. The fragile balance which has kept the conflict under relevant control and hampered the escalation over last 15 years can be frustrated soon,” warned Peter Semneby.
Karen Karapetyan’s resignation
On October 28 Yerevan Mayor Karen Karapetyan said that he is going to resign due to his moving to another job and for personal reasons.
In an interview to “ArmNews” TV channel Karapetyan said that “there is no point in overloading the public with the details of these reasons and added that the decision on the resignation “was a tough one.”

“An honest discussion on the status”
The OSCE Minsk Group American Co-Chair James Warlick stated on October 25 that Presidents of Armenia and Azerbaijan should display political will in realization of the agreements reached in Vienna and St. Petersburg.
Touching upon Azerbaijani President Ilham Aliyev’s latest statement that “Nagorno-Karabakh can become an autonomous republic within Azerbaijan,” American Co-Chair said, “We welcome this statement of President Aliyev not because it is his final decision, but because it pushes the issue forward. We should begin an honest discussion between Armenia, Azerbaijan and Nagorno-Karabakh on the status of Karabakh.”
