Daniel Ioannisyan: Significant changes will be introduced in the Electoral Code of Armenia

in an interview with journalists.
He noted that the Electoral Code has a number of shortcomings, in
particular, on the provisions governing the procedure for holding
early elections. "The constitutional term for holding early elections
is 30-45 days, but there are functions that must be carried out by
various bodies, for example, two months before the elections, for
example, the president appoints elections in 35 days, however, how 2
months before the election can to develop a methodology for the
Commission on Public Television and Radio, or how the police can make
electoral lists 40 days before the election, and this is also a
mandatory requirement of the acting IC, that is, the law has serious
shortcomings associated with Thus, many provisions of the IC need to
be changed, and this, in my opinion, is not subject to discussion,"
Ioannisyan said.
He also stressed that the working group proposes to completely
abolish the rating system of elections. "The issue of changing the
system of elections to local self-government bodies is also being
discussed," the expert said.
As for the innovations in the draft IC, Ioannisyan stressed that one
of the mechanisms discussed for eliminating double voting is
fingerprinting using colorless ink. The next innovation is that from
now on the voters will not have to make a pen in the ballots: "It
will be sufficient for the voter to put a ballot in the envelope with
the name of the political force he elects."
