How many deputies will Kazakhstan’s maslikhats have? CEC changes the rules

Tengrinews.kz – Kazakhstan has changed the rules for determining the number of maslikhat deputies in the regions. The Central Election Commission adopted the relevant resolution on October 2, 2026.
What changed
The resolution sets out how many deputies each maslikhat should have depending on the population. The more residents a region or city has, the more seats it will receive.
In particular, according to the document:

Regional maslikhats must have at least 26 deputies if the region has a population of up to 300,000. Two additional seats will be added for every further 200,000 residents.
Maslikhats of Astana and cities of republican significance must have at least 30 deputies if the population is up to 1.1 million. If the population is higher, two additional seats will be added for every further 200,000 residents.
City maslikhats must have at least 11 deputies if the population is up to 50,000. One additional seat will be added for every further 25,000 residents.
District maslikhats must have at least 10 deputies if the population is up to 15,000. One additional seat will be added for every further 15,000 residents.

How many deputies will there be in certain cities and districts
The document also specifies the number of seats in the maslikhats of four cities:

Aktobe – 30 deputies;
Taraz – 28 deputies;
Semey – 22 deputies;
Alatau – 11 deputies.

District maslikhats are also included in the list. Among them, the largest number of seats will be in the Almaty Region: Karasai, Enbekshikazakh and Ili districts will each have 25 deputies representing local residents.
The Zhambyl District of the Zhambyl Region will have 13 seats, while the Urzhar District of the Abai Region will have 11.
Six more districts will have the minimum number of 10 deputies each. These are Kurchum, Katon-Karagai, Ulken Naryn and Markakol districts of the East Kazakhstan Region, as well as Makanshy and Zhanasemey districts of the Abai Region.
The number of deputies will be determined based on official population data from the Bureau of National Statistics as of the date the elections are called.
The resolution entered into force on the date of its first official publication.
As a reminder, on September 24 President Kassym-Jomart Tokayev announced early elections to maslikhats. According to the Head of State, this is necessary to ensure the legality of their work and allow deputies to fully represent residents’ interests, approve budgets and oversee regional development.
