Two new committees appeared in the Ministry of Health of Kazakhstan - when they will start working

Tengrinews.kz — The Committee for Medical and Pharmaceutical Control of the Ministry of Health has been split into two separate departments. The corresponding decree was signed by Prime Minister Olzhas Bektenov on August 3, 2026. A Tengrinews.kz correspondent explains when they will begin operations and the reasons behind the reorganization.
Newly established committees
According to the government decree, the Committee for Medical and Pharmaceutical Control has been divided into the Committee for Medical Control and the and the Committee for Pharmacy.
Following the reorganization, the Ministry of Health will comprise three committees:

The existing Committee for Sanitary and Epidemiological Control of the Ministry of Health.
Two newly formed entities — the Committee for Medical Control and the Committee for Pharmacy of the Ministry of Health of Kazakhstan.

Note:The Committee for Medical and Pharmaceutical Control (CMPC) is the department within the Ministry of Health responsible for state control and supervision of medical and pharmaceutical activities. Specifically, it monitors the quality of medical care, the circulation of medicines and medical devices, compliance with licensing requirements, and processes citizen complaints regarding poor-quality healthcare.
Timeline for operations
The press service of the Committee for Medical and Pharmaceutical Control informed us that the department currently continues to operate as usual. The two new committees have not yet officially begun functioning.
The reorganization process is currently underway: employees have been notified of the upcoming changes, and specialists are preparing regulations for the new committees, their structures, and staffing levels.

"The appointment of committee staff, including chairpersons, will take place after the structure and staffing table are approved," the department stated.

Bauyrzhan Dzhusipov, Chairman of the Committee for Medical and Pharmaceutical Control, told our correspondent that following all official procedures related to the reorganization, there will be a two-month period to register the new legal entities.

"This means that the new committees will be operational in approximately two months," he said.

Reasons for the split
According to Bauyrzhan Dzhusipov, the split is driven by the need to strengthen oversight in each specific area.
The chairman noted that the committee is currently responsible for two major sectors: quality control of medical care and oversight of the circulation of medicines and medical devices.

"In 2025-2026, the committee was granted new supervisory powers. A comprehensive plan to improve medical care quality management is currently being implemented, involving numerous initiatives that the new Committee for Medical Control will focus on," he commented.

Regarding the second department — the Committee for Pharmacy — Dzhusipov noted that it will handle all regulatory matters concerning the circulation of medicines and medical devices.

"This includes the registration of new drugs, price regulation, and control over the circulation of medicines—particularly addressing unregistered and counterfeit drugs and medical devices," the chairman emphasized.

Impact on regional departments
Territorial subdivisions of the former Committee for Medical and Pharmaceutical Control will also be split into two separate structures: medical control and pharmacy.
This means that new departments of the Committee for Medical Control will operate in all regions of the country — across 17 regions and three major cities.
Territorial subdivisions will also be created for the Committee for Pharmacy. Additionally, the National Center for Expertise of Medicines and Medical Devices will be incorporated into its structure.
According to the document, the government decree takes effect on the day of signing.
