Kassym-Jomart Tokayev signs five new laws

Tengrinews.kz – Head of State Kassym-Jomart Tokayev has signed five Constitutional Laws to implement the provisions of the Constitution adopted on March 15, 2026, citing Akorda.

1. Constitutional Law “On the President of the Republic of Kazakhstan”

The law defines the legal status, powers and procedure for ensuring the activities of the President, as well as the legal status of the Vice President of Kazakhstan.

The key innovation of the law is the establishment of the institution of Vice President. On the instructions of the Head of State, the Vice President represents his interests in interaction with government agencies and performs functions determined by the President.

2. Constitutional Law “On the Kurultai of the Republic of Kazakhstan and the Status of Its Deputies”

The Constitutional Law defines the organization and activities of the Kurultai, the legislative process and other forms of exercising the powers of the Kurultai, as well as the legal status of its deputies.

The Kurultai is the highest representative body exercising legislative power.

The Kurultai consists of 145 deputies elected by party lists. The term of office of Kurultai deputies is five years.

The body is headed by a chairman elected from among deputies who are fluent in the state language, by secret ballot and by a majority vote.

The law defines a wide range of powers of the Kurultai, including giving consent to the appointment of the Vice President, the Prime Minister, judges of the Constitutional Court, members of the Central Election Commission and the Supreme Audit Chamber; electing and dismissing Supreme Court judges upon the recommendation of the President of the Republic of Kazakhstan; lifting the immunity of Constitutional Court judges and Supreme Court judges; calling presidential elections; and approving reports by the government and the Supreme Audit Chamber on the execution of the republican budget.

3. Constitutional Law “On Qazaqstan Halyk Kenesi”

The Constitutional Law defines the legal status, powers, procedure for establishment, formation of membership and organization of the activities of the Qazaqstan Halyq Kenesi.

The Qazaqstan Halyk Kenesi is the highest consultative body. It is created to ensure nationwide dialogue and the participation of civil society in shaping the country’s domestic policy. It has a wide range of powers, including legislative initiative and the right to initiate a national referendum.

Its composition is formed from citizens of the Republic of Kazakhstan on a parity basis: 42 people each from ethnocultural associations, public associations, as well as from maslikhats and public councils of the capital, regions and cities of republican significance. The composition is approved by the President.

The Qazaqstan Halyk Kenesi is headed by a chairman. The term of office of the Halyk Kenesi is four years.

4. Constitutional Law “On the Status of the Capital of the Republic of Kazakhstan”

The Constitutional Law regulates public relations in the functioning of the capital and defines the legal, economic and organizational foundations of its activities.

The document clearly delineates the powers of the maslikhat, local self-government bodies and the local executive body headed by the city akim.

The law establishes mandatory requirements for the unified architectural appearance and design code of the city, and also enshrines the powers of subordinate organizations responsible for life support and infrastructure development of the capital.

5. Constitutional Law “On the Administrative-Territorial Structure”

The Constitutional Law defines the procedure for creating and abolishing administrative-territorial units, establishing and changing their boundaries, accounting and registration, as well as naming and renaming administrative-territorial units.

The purpose of state regulation of public relations in the administrative-territorial structure is to ensure the rational territorial organization of the Republic of Kazakhstan for effective public administration.

As a reminder, the new Constitution was adopted in a national referendum on March 15. A total of 7,954,667 Kazakhstanis voted in favor of its adoption, or 87.15 percent of those who took part in the vote. Among the main innovations of the document are the introduction of the office of Vice President, the transition to a unicameral Parliament — the Kurultai — and the creation of the Halyk Kenesi, the People’s Council of Kazakhstan.

It was also reported that the Vice President will be appointed by the President with the consent of the Kurultai. According to the draft law, the Vice President may be a citizen of Kazakhstan by birth, at least 40 years old, fluent in the state language, residing in the country for the past 15 years and having higher education.
