Carter says no attack will deter US resolve to defeat IS
Carter struck an optimistic tone about the military campaign before the House Armed Services Committee just hours after multiple explosions in Brussels killed more than 30 people.
The picture has changed significantly, he said.
"[...] they not only have less territory, they have less resources, they has less freedom of movement, and we have reduced the number of fighters that are actually able to flow back and forth," Dunford said.
The Islamic State group claimed responsibility for the attacks in Brussels, saying its extremists opened fire in the airport and "several of them" detonated suicide belts.
