State housing program terms for Artsakh residents changed, but main  issues remain unresolved

In the near future, Artsakh residents of all target groups will be able to apply for  the housing program, regardless of the number of minor children in the family and the presence of individuals from other vulnerable groups. This was reported by the press service of the Artsakh Rights Council, citing the outcomes of the meeting between the Council's expert working group and representatives of the Armenian government.


The report clarifies that the outcome of this meeting was the partial or full acceptance by the Armenian government of some of the expert group's proposals. The government stated that an interdepartmental commission will be created to study the individual cases of applicants who have submitted a request to participate in the housing program but lack beneficiary status. The  Council for Protection of Artsakh People's Rights  also reported that the Armenian government has expressed its readiness to discuss some more points within the framework of the housing program. However, the most important proposals were not accepted by the government, and discussions are still pending on them, which may lead to new changes.


"We emphasize that the government has not provided a concrete positive response to our proposals regarding other social programs, and discussions on improving employment programs are moving slowly, primarily due to the lack of sufficient data," the Artsakh People's Rights Protection Council explained. In conclusion, the Council emphasized that if negotiations on key issues don't progress in the coming days, discussions with the Armenian government will be halted and the Council will announce next steps.
