The "occupied territories" must be returned to Azerbaijan's control within the framework of a comprehensive settlement, U.S. co-chair of the OSCE Minsk Group James Warlick says in an interview to Vedomosti newspaper.
He says that it is important not to focus on one element or one principle of the settlement. He adds that territories must be returned, but there are also other factors. Therefore, the OSCE Minsk Group always talks about a comprehensive settlement - it is impossible to take just one aspect and claim that it is the basis of resolution. The peaceful settlement should be viewed as a whole, he says.
James Warlick thinks that security guarantees must become an element of the Nagorno- Karabakh conflict settlement. They include deployment of international peacekeeping forces. He says that when or if the districts adjacent to Nagorno-Karabakh are returned, international peacekeeping forces should be deployed to ensure the security of Nagorno- Karabakh.
When asked whether OSCE or UN peacekeepers should be deployed, Warlick says that the issue should be discussed by the conflicting parties. He notes that Washington supports neither of the options.
The U.S. co-chair also points out that there is some tension in the US-Russia relations but it has nothing to do with the Karabakh conflict.
When asked what steps Washington will take if Karabakh experiences the Georgian scenario, Warlick says that each conflict should be studied separately. He stresses that the US and Russia should work together at that problem to prevent escalation. When speaking of Washington's attitude to the failure of the Armenian-Turkish normalization, Warlick points out that the Zurich protocols were not ratified by Turkey. He notes that the Armenian-Turkish border remains closed but he hopes that Armenia and Turkey will find the way to overcome the deadlock.
