Self-employed workers in Cyprus gain access to subsidised training schemes
The Labour Ministry has announced that self-employed workers in Cyprus have been granted access to subsidised training programmes offered by the Human Resource Development Authority (Anad).
This access is provided on a basis equivalent to that already applicable to employed individuals, the ministry explained.
The expansion forms part of a broader policy aimed at promoting lifelong learning and strengthening workforce capabilities.
It is also intended to support the upgrading of skills within the labour force.
At the same time, the measure contributes to enhancing the productivity and competitiveness of the Cypriot economy.
The initiative ensures equal access to training opportunities for all participants in the labour market.
The new framework follows the adoption of the Human Resource Development (Amendment) Law of 2026.
It also reflects the approval of Anad regulations on contributions payable by employers and self-employed individuals.
Under the legislation, participation is mandatory and universal across all professional categories of self-employed workers.
A contribution of 0.5 per cent on insurable earnings will be required, mirroring the existing obligation for employed persons.
By paying this contribution, self-employed individuals will gain eligibility to benefit from HRDA schemes with subsidy support.
The collection of the contribution will be carried out by the social insurance services on behalf of Anad.
“Self-employed workers are encouraged to take advantage of the training opportunities offered by the authority, for the benefit of their professional development and the quality of the services they provide,” the Labour Ministry said.
“The state will continue to invest in human capital and the continuous upgrading of skills, as a foundation for a resilient and competitive economy,” it added.
