SIOUX CITY, Iowa (AP) — The death of a Sioux City woman killed in a fire has been ruled a homicide. Sioux City police say the state report on the autopsy of 51-year-old Wanda Blake's body will go to Woodbury County prosecutors for consideration of any new charges. The man suspected of setting the Feb. 4 fire, 51-year-old Robert Mahoney, has pleaded not guilty to arson. His trial is scheduled to begin April 17. The blaze damaged several units at Central Apartments. Court documents say Mahoney told police he was bored and started lighting papers.

LONDON (AP) — An ex-Russian spy and his daughter lie in critical condition in a British hospital — poisoned, authorities say, with a nerve agent in a targeted murder attempt. Sergei Skripal, a former Russian agent who confessed to spying for Britain, and his daughter Yulia were found collapsed on a bench in the city of Salisbury on Sunday. LANCASTER, Pa. (AP) — About 100,000 gallons of manure have spilled into two streams in Pennsylvania, killing fish in the area but not posing a threat to the water quality. LNP newspaper reports a manure storage facility failure at a farm in Sadsbury Township caused the spill Monday. The state Department of Environmental Protection says the manure facility was located under a barn and had the capacity of 150,000 gallons. AUSTIN, Texas (AP) — Some Austin pedicab drivers are getting a boost just in time for the spring festival season by installing electric motors on their vehicles as part of a new city pilot program. KANSAS CITY, Kan. (AP) — Authorities are investigating a deadly shooting in Kansas City, Kansas. Police say the shooting happened Wednesday. The victim was taken to a hospital, where he later died. Police say the man was in his 30s but his name wasn't immediately released. Authorities are urging anyone with information to come forward.

PHILADELPHIA (AP) — A Philadelphia jury has awarded a New Jersey man and his wife $3.2 million for a sinkhole that caused the man to crash during a charity bike ride in the city three years ago. The Philadelphia Inquirer reports 55-year-old Anthony Degliomini was among 811 bicyclists who participated in the inaugural Phillies Charities Bike Ride near Citizens Bank Park in May 2015. PHOENIX (AP) — Southbound Interstate 17 has reopened after being closed in Phoenix for over two hours Thursday morning because of a multi-vehicle wreck. The Arizona Department of Public Safety says the wreck that occurred north of Thomas Road involved four vehicles, including a tractor-trailer rig and a rental truck. Trooper Kameron Lee says at least one of the vehicles rolled and that all southbound lanes were blocked but no injuries were reported. Lee says it took a long time to clear the roadway because of the trucks involved in the wreck.

AKRON, Ohio (AP) — An Ohio man has been sentenced to nearly six years in prison for handcuffing and assaulting students while claiming to be a police officer conducting "scared straight" programs. Prosecutors say 26-year-old Christopher Hendon, of Akron, was sentenced to five years and 11 months in prison Wednesday. REEDSBURG, Wis. (AP) — Reedsburg police arrested two 13-year-old students after officials discovered a list of names titled "kill list." The students were removed from Webb Middle School Wednesday, interviewed by police, arrested and later released to their parents. MINOT, N.D. (AP) — A Minot woman has been sentenced to three years of probation and restitution for stealing nearly $3,000 worth of items from the Kmart store in the city while working there. Authorities say 21-year-old Kaleiah Murchison operated several schemes including fraudulent gift cards to steal items ranging from a TV to diapers over a three-month span in 2016. LARGO, Fla. (AP) — A former child protective services investigator has been arrested in Florida for falsifying records. A Pinellas County Sheriff's news release sent Thursday said the investigator was employed by the agency. Sheriff Bob Gualtieri has scheduled an 11 a.m. news conference to release additional details about the case. The investigator's name or other details haven't been released.

CHICAGO (AP) — A parolee has been charged after a Chicago police officer was dragged by a minivan for several blocks following a traffic stop. Police announced charges Thursday against 26-year-old Paris McKinley of Summit, including aggravated fleeing, armed violence and being a parolee in possession of a weapon.
