(AP) — Researchers who flew a drone over the open burning of hazardous waste at an Army ammunition plant in Virginia found arsenic, lead and other pollutants at higher-than-expected levels, according to a draft report obtained by The Associated Press. Over two weeks in September and October, researchers flew the drone into plumes while carrying a gas- and particle-sensing system designed by the Environmental Protection Agency, according to the draft report, which AP obtained through an open records request. IBM says it will appeal a ruling ordering it to pay Indiana $78 million in damages stemming from the company's failed effort to automate much of the state's welfare services. New York-based IBM Corp. said in an email Monday that it worked "diligently and invested significant resources" toward improving Indiana's system for processing of Indiana's welfare applications. The Indiana Supreme Court ruled last year that IBM breached its contract and directed the trial court to calculate the damages.

The publicly owned plant routinely turns the dirty water into drinking water that far exceeds federal and state health standards, an approach that sets it apart from most systems in the U.S., according to the American Water Works Association. INDIANAPOLIS (AP) — IBM Corp. owes Indiana $78 million in damages stemming from the company's failed effort to automate much of the state's welfare services, a judge has ruled in a long-running dispute. The state argued that IBM owed Indiana for the cost of fixing the company's problematic automation efforts to make the system workable, paying overtime for state staffers to review and correct those problems, and hiring new staff to help oversee that process, among other expenses. U.S. stock indexes edged higher in early trading Monday as investors sized up the latest company earnings and deal news. Technology and consumer-focused companies led the market higher, offsetting losses among energy, health care and bank stocks.
