WASHINGTON (AP) — A new federal rule forbids airline passengers from packing electronic cigarettes or other battery-operated electronic smoking devices in their checked bags to protect against in-flight fires. At Los Angeles International Airport in January, a checked bag that arrived late and missed its connecting flight caught fire in the luggage area due to an overheated e-cigarette packed inside.

Stocks edged mostly lower Monday as investors began another big week of company earnings and looked ahead to a policy meeting of the Federal Reserve. For the day: The Dow Jones industrial average fell 23.65 points, or 0.1 percent, to 17,623.05. The Standard & Poor's 500 index lost 3.97 points, or 0.2 percent, to 2,071.18. Democratic U.S. Sen. Bob Menendez said the bridge "has become the poster child for what happens when we fail to invest in our aging infrastructure — major delays for thousands of commuters, lost time and money for businesses and a drain on our national and local economies." Roughly $5 million will be spent on a pier extending from the river's western shore to allow millions of pounds of steel, concrete and piping for the replacement bridge to be transported by water rather than on local roads.

WASHINGTON (AP) — Interest rates on short-term Treasury bills rose in Monday's auction to their highest levels in six weeks. Separately, the Federal Reserve said Monday that the average yield for one-year Treasury bills, a popular index for making changes in adjustable rate mortgages, was unchanged at 0.23 percent last week, the same as the previous week.

While the barge's identity is uncertain, shipwreck hunters and the Coast Guard suspect it's the Argo, among 87 shipwrecks on a federal registry created two years ago to identify the most serious pollution threats to U.S. waters. Reports from divers last week say the steel barge is largely intact and upright, covered by a thick coating of invasive zebra mussels. Company and state officials said Monday that the new hires will bring JPMorgan's Delaware workforce to almost 10,000 employees, spurring the state's total financial-sector employment to its highest level ever. The new employees will work primarily in technology, finance, asset management and global data operations.

Two Washington congressmen, one a Republican who represents the area, have urged the federal government to “recognize and implement” a name change from Coon Lake — “a racial slur” — to Howard Lake for a small, marshy lake in the Lake Chelan National Recreation Area. (AP) — Justices with New Mexico's highest court aggressively questioned attorneys Monday in a landmark lawsuit that could decide if the state will join a handful of others in allowing terminally ill patients to end their lives with drugs prescribed by a doctor. PARIS (AP) — Hotdogs, bologna and other processed meats now rank alongside tobacco, alcohol and around 100 more substances on the International Agency for Research on Cancer's list of Group 1 carcinogens. According to its Report on Carcinogens, an estimated 3.5 percent of all cancer deaths in the U.S. in 2009 (about 19,500 deaths) were alcohol related. The agency said there is sufficient evidence that exposure to outdoor air pollution causes lung cancer, and it also noted a positive association with an increased risk of bladder cancer.

MARLIN, Wash. (AP) — The Grant County sheriff's office says an autopsy is scheduled for Monday for a 10-year-old boy from Marlin, Washington, who died after a weekend all-terrain vehicle accident. Terrance Gross was driving an ATV on private property on Saturday afternoon when he apparently lost control, causing the vehicle to roll over, landing on top of him. He died at the scene. A 16-year-old passenger suffered back pain but declined treatment at the scene.

TOLEDO, Ohio (AP) — The U.S. Coast Guard says underwater contractors sent to Lake Erie will search for the source of what appears to be a petroleum leak from a barge than sank eight decades ago. The Coast Guard says divers face a challenge in trying to find and seal the leak, which appears to involve a colorless, petroleum-based solvent that evaporates quickly at the surface.
